Homeland Security Presidential Directive 5 (HSPD-5) calls for development of the
National Incident Management System (NIMS)... a consistent yet flexible
nation-wide framework for managing all types of domestic incidents at the local,
state, and federal levels of government. Emergency organizations are required to
adopt NIMS in order to receive federal preparedness grants. This program is
designed for law enforcement, fire departments, emergency management, and
other emergency response organizations. Topics covered:

To help responders meet the challenge of terrorist attacks, Homeland Security
Presidential Directive # 5 mandates the development of a "consistent nationwide
approach" that all levels of government must use to work together to respond to
terrorist or other complex incidents such as major natural disasters.
This National Incident Management System (NIMS) incorporates the best
practices that have been in use by incident managers at all levels, and also
involves new concepts, practices, and protocols.
Because state and local response teams must adopt NIMS to qualify for federal
preparedness assistance funds, these organizations must now learn these
protocols.

ABOUT THE PROGRAM
NIMS: Introduction to the National Incident Management System is designed to
provide training and information to emergency management, EMS, firefighters,
police, personnel at federal agencies, hospital and public health personnel, and
others who may be called upon to respond during times of emergency, or who may
be involved in managing important events.
The program studies the three basic concepts that form the basis of NIMS, and
explains the advantages of using a standardized incident management system
during complex response situations. The key components of the system are listed,
with an emphasis on Command and Management.
Using footage of actual and training events, the program will show how command
is established and transferred and the role of emergency operations centers in the
incident management system. The concept and use of unified command will be
explained, as well as the make up of the incident commander's staff and the four
major sections with roles and responsibilities of each.
Other topics covered include the use of pre-designated incident facilities, resource
management, planning, communications, public information activities, mutual aid,
incident-related intelligence, establishing Area Command, and Multi-Agency
Coordination Systems (MACS), which are used when supporting agencies from
local, state and federal government are involved in the incident.

Former President of IAFC and currently the Chief of German Township
Volunteer Fire Department
Former President of IAFC and currently the Chief of German Township Volunteer
Fire Department in Evansville, Indiana and Director for the Volunteer Chief Officers
Section to IAFC. Chief Buckman has nearly 30 years of fire service, including 20
years as Chief. He is a Certified Fire Protection Specialist, a member of the
International Fire Engineers and the 1985 Indiana Fire Instructor of the Year. He
has served the National Fire Academy as adjunct instructor and course developer
KENNETH HONIG
CEM, LPN, EMT-P Chief of Operations, New York State Emergency
Management Office (ret)
Currently he is Senior Program Coordinator for the training/consulting firm Critical
Incident Management and Training, Inc. Kenn has spent more than 20 years in law
enforcement, including serving as commanding officer with the police force of the
Port Authority of New York and New Jersey. He participated in the initial response
to the 1993 terrorist bombing and 9-11 attack at the World Trade Center, where he
served as the Emergency Operations Center Manager for the Port Authority of New
York and New Jersey. He later served as Police Commanding Officer at John F.
Kennedy International Airport and responded to five aircraft crashes, both on and
off an airport. Kenn was an instructor at the Port Authority Police Academy, the
Bergen County EMS Academy, Northern Virginia Criminal Justice Academy,
United Nations Headquarters, the International School of Airport and Seaport
Security and the NYPD-DHS Joint Infrastructure Protection Training Center.
GREG NOLL
Hildebrand & Noll
Greg is a senior partner in Hildebrand Noll Associates, a consulting firm
specializing in hazardous materials emergency planning and response. He has
over 30 years experience in safety and emergency response. Previous to entering
the consulting business, Greg was the Hazardous Materials Coordinator with the
Prince George's County, MD Fire Department where he managed the Level III
Hazardous Materials Team. He is a Certified Safety Professional and a member of
many national safety committees, including the NFPA Technical Committee on
Hazardous Materials Response Personnel (NFPA 472).
ZACH GOLDFARB
Principal, Incident Management Solutions, Inc.
Principal of Incident Management Solutions, Inc., a New York-based consulting
firm specializing in planning, training, and operational leadership for emergencies
and major events. He has served as the medical incident commander to many
hospitals and health care systems in the New York metropolitan area, where he
has developed JCAHO-compliant emergency management plans and implemented
the Hospital Emergency Incident Command System (HEICS). He has also
provided hazardous materials technician-level training for private industry, training
in emergency medical service management of weapons of mass destruction
(WMD) incidents for the Delaware state EMS system, and co-developed the
incident management section for the Health System Response to a Bioterrorist
Attack guidelines for the Metropolitan Washington Council of Governments.
KEVIN NEARY
Chief of Operations, New York State
While with SEMO, Kevin directed five Regional Offices and had oversight of the NY
Emergency Operations Center. He is a veteran of numerous emergencies and
disasters, including 9/11; the 1993 World Trade Center attack; wildland fires on
Long Island; the ice storm in North Country, and TWA 800. Mr. Neary is also
extremely active in his own community where he is serving his fifth term as Mayor
of the Village of Richmondville.
